The Crisis Negotiator is a hand-held based software application for Windows CE devices (H/PC and P/PC). This application is designed as a tool to help crisis negotiators and negotiation teams keep track, measure, and analyze the information developed during a crisis negotiation-such as a hostage situation, a barricade with victim situation, and/or a barricade no victim situation.
The Crisis Negotiator is made up of five modules: Perpetrator/Victim Data, Demands Objectives Assessment, Lethality Assessment, Action Guides, and Negotiation Analyses. Using the Crisis Negotiator the professional is better able to systematize and understand perpetrator demands, negotiator objectives, measure and analyze negotiation progress, assess the potential for lethality, and, finally, note and measure warning signs of imminent lethality on the part of the perpetrator.
The Crisis Negotiator is based upon the latest scientific information regarding negotiation process, threat assessment, and lethality analyses. Forensic psychologists and law enforcement professionals have developed this application. The structure of the Crisis Negotiator is as follows:
- Perpetrator/Victim Data
- Perpetrator Data

No matter what the ultimate outcome of the crisis incident, the negotiator is always responsible for developing and sharing with the on site commander two key expert opinions. These are (1) the extent of negotiation progress and (2) an estimate of the likelihood of imminent lethality. The Crisis Negotiator is designed to help the crisis negotiator develop and monitor these two crucial opinions. Furthermore, the Crisis Negotiator helps keep track and analyze perpetrator demands, negotiator objectives, and provides ready access to important action guides and checklists.
Finally, the Crisis Negotiator manual provides the user with more than just instruction on how to use the software program. It also provides relevant information regarding how to negotiate crisis situations.
The price for the Crisis Negotiator software package, version 2, and manual is $39.
